In the Dragon Ball series, the “World Tournament Chairman” (武道館长, Budōdera Kanchō) is the head of the World Martial Arts Tournament. This character has an important announcement to make during the finals of the 21st World Martial Arts Tournament, but after he gets the microphone, he simply utters the sound of “Woof”. Although his character doesn’t appear much in the series, he is an integral part of the tournament as the organizer and possible referee of the tournament. His real name is never revealed, and he is usually just referred to as the “Tournament Chairman”
